Reports to: Country Representative and HQ-Compliance Coordinator (technically)
JOB SUMMARY
The Compliance Specialist will be working under the Country Representative and HQ-Compliance Coordinator, the resource will be responsible for all aspects of financial management of MedGlobal country programs, ensuring compliance with MG internal policies and procedures as well as donor regulations across all MedGlobal processes. The position will also be responsible for maintaining financial compliance as included in the responsibilities section.
MAIN DUTIES AND RESPONSIBILITIES
- Represent the Compliance Department in MG Management and area field operations meetings.
- Provide support to Base Manager and Program Managers regarding compliance policies, practices, and related areas as required.
- Ensure that all compliance reporting obligations are met in relation to submissions for funding, for grant aid, for contracts and any other initiatives.
- Reviewing Payments/Transactions/Advance clearances. Ensuring accurate calculation and proper authorization & documentation as well as compliance with MG/Donor procedures and transactions.
- Review for donor reports, variances, and other financial information, in a timely and accurate manner and assisting in any donor / external / internal audits.
- Participate/Review in the year-end process and documentation including reconciliations.
- Participate in updating in-country policies as and when necessary and arrange training on changes for PMs in the field in need of updating applicable local policies related to compliance.
- Provide additional technical assistance to partners as necessary to maintain high standards of compliance. Visit Sub-grantees/partners and conduct sample checks of documents and system and procedure review including training on compliance procedures.
- Ensure compliance with MG procurement policies and procedures for all goods and services.
- Lead induction and training of staff (Finance and non-finance) on compliance policies and procedures in the field office.
- Ensure maintaining all software files on the server, regular backup of files and advise staff on maintaining the online shared folder properly.
- Conduct regular field visits and internal compliance checks (e.g., surprise cash counts, sample voucher reviews, follow-up of previous ledger review issues, BVA variance follow-up, filing system checks).
- Perform work beyond normal office hours as required, without additional compensation to meet compliance deadlines.
- Conduct himself/herself both professionally and personally in such a manner as to bring credit to MG and to not jeopardize its humanitarian mission.
QUALIFICATIONS AND SKILLS
Should have the following skills, education, and experience:
- A BA/BS or equivalent in compliance, accounting or finance is required.
- At least 7 years of progressive compliance/financial management experience, including supervisory experience required.
- At least 2 years’ experience in grants management as well as an understanding of US Government, EC, Global Affairs Canada, other bilateral donors, key private foundations and UN agencies’ regulations required.
- Demonstrated experience and skill with budget preparation and analysis, financial reporting preparation and presentation and the proven ability to translate technical financial data into informative reports.
- Relevant experience in Financial Compliance and Auditing.
- Strong accounting skills and experience, including management of the general ledger, journal entries, payroll, payables and balance sheet.
- Prior management experience and strong organizational skills.
- Advanced computer skills in MS Office programs, particularly Excel.
- Effective verbal and written communication, multi-tasking, organizational and prioritization skills.
- Excellent oral and written English skills required; proficiency in Arabic is preferred.
- Ability to work effectively with an ethnically diverse team in a sensitive environment.
- Previous experience in insecure environments and travel to field offices is required.
- Excellent writing skills with the ability to clear and precise reports in a timely manner.
- Ability to plan and organize work independently with minimal supervision paying attention to detail and completing the planned tasks in timely manner.
- Supervisory and managerial skills with proven ability to manage a demanding workload.
- Previous experience working for I/NGO is an asset.
- Proficient in Financial and Grants management systems.
- Proficient in computer applications (MS Word, MS Excel).
- Fluent in both English and Arabic (written and spoken).
- Familiarity with MG programs is highly desired.
