JOB SUMMARY
The Supply Chain Coordinator plays a vital role in ensuring the smooth and efficient delivery of goods and services to support program operations in Gaza. This position is responsible for overseeing all aspects of the supply chain, including procurement, transportation, warehousing, and distribution, while ensuring compliance with organizational and donor regulations. The coordinator ensures that supply chain activities are carried out in a timely, cost-effective, and transparent manner to meet programmatic needs and operational demands.
MAIN DUTIES AND RESPONSIBILITIES
Market Research & Supplier Management:
Maintain and regularly update a comprehensive database of pre-qualified suppliers and service providers.
Conduct market assessments to ensure value for money, quality, and compliance with procurement standards.
Build and maintain strategic relationships with local, regional, and international vendors.
Needs Validation & Planning:
Review and validate procurement requests to ensure alignment with operational and programmatic needs.
Support project teams in developing procurement plans and defining realistic delivery timelines.
Ensure all procurement activities align with donor regulations and internal policies.
Procurement Operations & Compliance:
Lead end-to-end procurement processes including solicitation, bid evaluation, contract award, and delivery monitoring.
Ensure adherence to procurement thresholds and proper documentation of all procurement steps.
Monitor procurement budgets and coordinate with the Finance team to ensure alignment with project forecasts.
Collaborate with internal and external teams to align supply chain processes.
Supply Chain & Logistics Coordination:
Supervise the efficient movement of goods and services across all stages of the supply chain.
Ensure transparent and timely procurement and distribution in line with operational priorities.
Identify opportunities for process optimization to enhance supply chain efficiency and cost-effectiveness.
Transportation & Shipment Oversight:
Coordinate local and cross-border transportation of supplies and assets.
Ensure compliance with customs, safety, and security procedures in transportation operations.
Track shipments and maintain accurate records of delivery timelines and incidents.
Warehouse & Inventory Management:
Oversee the organization, safety, and inventory control of project warehouses.
Ensure accurate stock management practices, including regular physical counts and reconciliations.
Monitor stock levels and forecast needs based on program consumption rates.
Asset & Equipment Control:
Maintain a detailed and up-to-date asset register for all project locations.
Implement tracking mechanisms for asset issuance, use, relocation, and disposal.
Ensure all assets are tagged and monitored in compliance with donor requirements.
Maintain accurate inventory and order records
Reporting & Documentation:
Prepare regular procurement and logistics reports for internal and external stakeholders.
Ensure full traceability of all procurement transactions and maintain complete audit-ready documentation.
Support internal and external audits by providing required supply chain records.
QUALIFICATIONS AND SKILLS
Bachelor's degree in supply chain management, Business Administration, Logistics, or a related field. A master's degree is an asset.
Minimum 10 years of progressive experience in supply chain, procurement, and logistics management, preferably in humanitarian or development settings.
Demonstrated experience managing procurement operations under international donor-funded projects (e.g., UN, USAID, EU).
In-depth knowledge of procurement procedures, logistics systems, warehousing, and transportation coordination.
Ability to work independently and in a team environment.
Proficiency in both Arabic and English (written and spoken).
Strong leadership, negotiation, and analytical skills.
High attention to detail, with excellent organizational and problem-solving abilities.
Ability to work effectively under pressure and meet tight deadlines in a dynamic environment.
Excellent Communication Skills, adaptability to changing environments, leadership qualities, and strong attention to detail.
Proficiency in MS Office (Word, Excel, PowerPoint) and familiarity with procurement and inventory management systems (e.g., Odoo, ERP platforms).
