Supply Chain Officer

- Receive and validate purchase requisitions, ensuring alignment with project needs and procurement thresholds.
- Solicit and collect quotations from suppliers in line with MedGlobal’s procurement policies.
- Coordinate bid evaluation and supplier selection processes in accordance with applicable procurement guidelines.
- Issue purchase orders and follow up on order confirmation, delivery timelines, and payment processing.
- Oversee the receipt and inspection of goods and services to ensure compliance with specifications.
- Ensure all procurement transactions are fully documented and compliant with MedGlobal and donor requirements.
- Maintain a consolidated procurement tracker and provide regular status updates to the line manager.
- Conduct regular market surveys to identify available suppliers, assess market conditions, and ensure competitive pricing.
- Proactively identify and resolve procurement obstacles arising from market constraints, supplier shortages, or access limitations.
- Propose practical alternative sourcing solutions when standard supply channels are unavailable or disrupted.
- Monitor local market fluctuations and alert the line manager to significant price changes or supply risks.
- Build knowledge of the local market landscape to support faster and more effective procurement decision making.
- Identify, assess, and onboard qualified suppliers and service providers through market research and due diligence.
- Maintain and regularly update an approved vendor/supplier list with performance evaluations.
- Conduct supplier performance reviews and manage corrective actions when needed.
- Build and maintain professional relationships with suppliers to ensure reliable delivery, competitive pricing, and quality of goods and services.
- Negotiate favorable terms, pricing, and delivery conditions with suppliers.
- Draft, review, and manage contracts for goods and services in coordination with the relevant departments.
- Monitor contract execution, deliverables, and timelines to ensure compliance by all parties.
- Manage contract amendments, renewals, and extensions as required.
- Maintain a comprehensive contract register and ensure proper filing and archiving of all contract documents.
- Identify and flag contract risks and work proactively to mitigate them.
- Coordinate the end-to-end supply chain for goods and services in line with project needs.
- In collaboration with program teams, consolidate purchasing forecasts and plan procurement accordingly.
- Monitor inventory levels and advise on appropriate stocking and replenishment to meet project demands.
- Identify opportunities to streamline logistics processes and reduce costs without compromising quality.
- Maintain an updated vendor list and ensure proper document archiving.
- Regularly inspect premises (offices, guest houses, warehouses) for maintenance needs.
- Support warehouse staff in coordinating the receipt, storage, and dispatch of goods.
- Assist in arranging transportation for goods as required and follow up on delivery status.
- Monitor stock levels and flag replenishment needs to the line manager in a timely manner.
- Ensure procurement-related documentation is aligned with warehouse records and stock reports.
- Prepare regular procurement and supply chain reports for the line manager.
- Ensure complete and compliant documentation for all procurement transactions.
- Provide a weekly action plan to the line manager.
- Support audit readiness by maintaining organized and accessible procurement files.
- Bachelor’s degree in Business Administration, Procurement, Supply Chain Management, or a related field.
- Minimum of 3 years of experience in procurement, supply chain, and logistics management, preferably in the humanitarian or NGO sector.
- Demonstrated experience managing the full procurement cycle, supplier negotiations, and contract administration.
- Experience working on internationally funded projects (UN, EU, etc.) is strongly preferred.
- Proficiency in English and Arabic languages (written and spoken).
- Strong organizational, analytical, and communication skills; patient, diplomatic, and collaborative.
- Ability to work under pressure, manage multiple priorities, and meet tight deadlines.
- Proficiency in MS Office applications (Word, Excel, Outlook); familiarity with procurement or ERP systems is an asset.
