Job Title: HR SPECIALIST

Job location: Gaza Office (On-site)

Reports to: Palestine Country Representative with technical reporting to Global HR & Admin Manager

JOB SUMMARY
The HR Specialist is expected to lead key HR functions including recruitment, onboarding, payroll, compliance, and staff development. The HR Specialist will oversee daily HR operations, support strategic planning, and ensure adherence to labor laws and organizational policies. This role also contributes to system transitions and employee engagement, serving as a core member of the Gaza HR team.

MAIN DUTIES AND RESPONSIBILITIES

1.       Leadership & Supervision:

  • Supervise and support the HR team in day-to-day human resources and administrative operations.
  • Provide coaching, guidance, and capacity-building to HR and administrative staff.
  • Conduct regular performance evaluations and ensure team accountability.
  • Provide Management with reports of HR services as requested.
  • Ensure a safe and healthy work environment.

2.       Strategic HR Planning and Policy Implementation:

  • Develop and monitor overall HR policies, procedures, and systems compliant with local laws in coordination with the Country Representative and HQ.
  • Ensure policies implementation in compliance with local labor law and MedGlobal Code of Conduct.
  • Contribute to organizational workforce planning and HR strategy development.

3.       Recruitment & Staffing:

  • Oversee the full recruitment cycle, including job postings, interviews, selection, and onboarding.
  • Ensure fair and inclusive hiring practices are followed at all levels.
  • Monitor and report on staffing needs and recruitment progress.

4.       Performance Management & Staff Development:

  • Implement performance review systems and follow up on staff evaluations.
  • Support development of individual training plans and career progression.
  • Promote a culture of feedback, growth, and continuous learning.

5.       Compensation & Benefits:

  • Oversee the payroll process, ensuring accuracy, timeliness, and confidentiality.
  • Monitor and improve benefits administration, including social security and insurance.
  • Conduct market analysis to ensure competitive compensation.

6.       HR Compliance & Risk Management:

  • Ensure adherence to all MedGlobal HR policies, child protection, and safeguarding standards.
  • Address employee relations issues, misconduct, or grievances as per policy.
  • Maintain confidential and up-to-date employee records.
  • Ensure legal compliance throughout human resource management.
  • Maintain and support the implementation of ERP system across all HR services and act as a digital transformation champion.

QUALIFICATIONS AND SKILLS

  • Master’s degree in human resources, Business Administration, or a related field.
  • Minimum 7 years of experience in a human resources role, with proven supervisory experience with international organization and local organization as well.
  • Strong understanding of Palestinian labor laws and HR best practices.
  • Excellent leadership, mentorship skills, communication, and conflict-resolution skills.
  • Ability to prioritize multiple tasks and projects simultaneously, demonstrating a sense of urgency, and excellent follow-up, and to work independently and with confidentiality
  • Energetic and enthusiastic about work and new challenges and able to learn quickly.
  • Excellent verbal and written communication skills in Arabic and English.
  • Problem solving skills to mediate in conflicts and find effective solutions to various HR related issues.
  • Decision-making skills to make crucial HR decisions that align with the strategic goals of the organization.
  • Proficiency in Microsoft Office and HR systems.
